From Our Correspondent

Katsina, Oct. 23, ’25 (TNZ) The Katsina State Government’s Green Growth Agenda has earned a second place in the 2025 Subnational Climate Governance Ranking during a ceremony in Abuja.

TheNewsZenith reports that Prof. Chukwumerije Okereke launched the 2025 Subnational Climate Governance Performance Rating and Ranking on Tuesday in Abuja.

Okereke and the Society for Planet and Prosperity (SPP) developed the rating and ranking.

Meanwhile, the Katsina State Government has praised its representatives for placing second in performance ranking.

Gov. Dikko Umaru Radda described the ranking as an endorsement of Katsina’s Green Growth Agenda and commitment to sustainable development.

Radda said the recognition was “a testament to our administration’s proactive approach to governance, innovation, and environmental responsibility.”

“The ranking showed how collaborative research and data-driven policy can drive real transformation in governance and public service delivery,” TheNewsZenith quotes Radda as stating.

Similarly reacting, the Special Adviser to the Governor on Climate Change, Prof. Mohammed Al-Amin, expressed delight at the positive ranking.

Al-Amin remarked that the recognition demonstrated that Katsina’s climate governance reforms were producing measurable results.

“Coming in second among all the 36 Nigerian states is a clear signal that our reforms are working.

“Our administration is deeply committed to climate governance — not only in policy formulation but also in implementation and transparency.

“We want climate action to translate into visible improvements in our people’s lives,” TheNewsZenith quotes the SA as saying.

Prof. Al-Amin noted that the ranking validated Katsina’s reforms and reflected how evidence-based frameworks can inform state-level policies and institutions.

He attributed the state’s performance to “government’s deliberate efforts in institutional strengthening, policy innovation, and increased budgetary allocation to climate-related programmes.

The Federal Ministry of Environment, in partnership with SPP, the UK FCDO’s Partnership for Agile Governance and Climate Engagement (PACE), the African Climate Foundation, among others, launched the programme.

The rating assesses all 36 states across five governance pillars — institutional structures, policy frameworks, budgeting, implementation and monitoring, and public engagement.

Katsina rose by 23 places from the previous year, representing one of the most significant improvements in subnational climate governance performance.

The performance also showed progress in administrative capacity, policy delivery, and accountability.

TheNewsZenith reports that the key areas of progress in Katsina State include institutional strengthening, which created climate governance desks across ministries and coordination mechanisms with local governments.

Other areas are policy uptake, with passage and implementation of the Katsina State Climate Resilience and Green Economy Policy (2024), in alignment with national performance benchmarks.

The state also implemented budgetary reform of a 30 per cent increase in climate-related funding in 2025. This reflected adherence to the project’s budgeting and monitoring criteria.

In the area of accountability, the state launched the Katsina Climate Watch. This is a digital platform to enhance transparency and citizen engagement in climate projects. (TZN)
